Alcohol intensifies the aspect of light. Which is not to say Rose’s inebriation is a good thing, because it isn’t. Light is knowledge, the path to success, and importance. As a Seer, Rose understands those things. When she’s being an effective Seer, she can use that knowledge to make sure everyone is on the path to victory. Right now, she seems to lack understanding, but actually outlines exactly what’s important and what they need to do to win the game.

Can Town represents all that’s left of the trolls and all that’s left of humanity. The kids and trolls are the only resemblance of civilization left and they have to make a new world for themselves. To bring civilization to the new world, they have to respect each other and Calliope.
That sounds like she understands the path to victory. Especially since, as everyone else has been saying, most of the problems the characters have right now are caused by not understanding or respecting each other. To win the game and create a new world where civilization can continue, they’re gonna have to fix that.
